The role of foreign donors in Albania

Based on several years of experience in working with Albanian Roma, in this case study Amaro Drom focuses on how to effectively support Roma initiatives that aim to strengthen the ‘voice’ of Roma. Over the years, Amaro Drom has developed a specific approach of working with Roma communities, with concrete results in stimulating self-organisation and creating social structures, as well as building Roma capacity and in so doing Roma themselves become actively engaged in improve their living conditions and position in society.
Lately, Amaro Drom has come across other NGOs, including international donor and support organisations, with approaches that do not support or are even harmful to this complicated process of community development. These approaches do not seem to have an eye for the complex realities of Roma, and generally start from the interests of Roma as defined by these NGOs and not by grassroots Roma themselves. This paper provides cases of how the work of Amaro Drom is hindered by interventions of support organisations and donors in specific communities. On the basis of this case study Amaro Drom would like to enter into discussion with these NGOs to establish ways of working (together) in Roma communities in Albania with sustainable results in creating strong and active Roma communities.
